Which school- UNCC or MS State?

Hi, I have got TA from Mississippi State university and RA from university of north Carolina, Charlotte for PhD in electrical engineering. But not sure where to go. The national rankings of schools are as-

Grad engineering- MSU 94, UNCC 127, but in grad electrical engineering MSU 89, UNCC 76.

Apart from this Mississippi State is a famous and big school in the south but it is a rural college town. On the other hand Charlotte is a booming city and in my field it is a hub for the big companies and a lot of things to do. Still I am not sure. Phd is a long time and help me make a decision. Personally i feel UNCC got some advantages over MSU.
