What university should I apply to?

My GPA is 3.3 with major GPA 3.6+

I have good recommendations but no publications, yet.

 

I am an international student. I cannot afford masters program but I am willing to go for a funded MS program before my PhD.

 

I am interested in the areas of operating systems, program analysis(have no experience in this field) and networks.

 

Please suggest some institutions that fall in my range for PhD.
