On their website, the Courtauld Institute of Art says that its PhD program is 3 years (4 if you need to get a Master's ). Is this really the case, or is it the same amount of time as some of the other PhD programs in the stats (about 7 years)?

It's a different system. When you're in the PhD program at Courtauld, you're only writing the dissertation (that is, if you're not working any other jobs to fund your studies), whereas in the US a PhD program typically consists of two years of coursework (after which you get an MA), one or two of teaching, and three to four of writing the dissertation.
