University Selection Help

I am trying to decide on which universities I should be applying to and am unable to really figure out my chances at various universities. My details go something like this:

University: Not very well known, India, GPA 6.5/10

GRE: 800 Quant, 610 Verbal

TOEFL iBT: Expecting 100-110+

Recommendations: Not very well known. very strong. One of them is an open source organization.

Experience

- 2 Unpublished papers (don't suppose it would hold much value).

- Lots of project work over my undergraduate years (2 of them are the basis for the above papers).

- Teaching/Mentoring experience of 3 months

- Will be working in a research lab in Italy for 4 months (starting December 2009. Under reputed professor. Possibly a publication.)

- Have done internship with open source organization for 6 months.

That about sums up most of what admissions would want to see. Any suggestions would be appreciated. Is there any point in trying to publish my papers at this time? Would it hold any more value? Will they be accepted in time? What are some of the universities I should be applying to and which ones should I not bother applying to?
