Experience vs Scores, what matters more?

Currently my GPA is fairly low 3.11, have not taken the GRE but have lots of experience. At the end of my senior year if all goes well I should have a 3.3

I am a registered behavior technician for ABA therapy, I worked as a preschool teacher and have over 65+ observation hours. 

My point is, what schools should I try to get into and which ones should I avoid at all costs? I'm open to moving, I live near Chicago but location doesn't matter.
