International Student, Feedback on Eligibility? (MPH Community Health/Global Health)

Hi everyone,

I'm an international student with a BSc degree in Public Health (received my degree on the 20th of September, 2015). I plan to apply for a MPH program in Community Health or Global Health in the Fall 2016 cycle. 

My Profile:

Undergraduate GPA: 3.10
GREs: haven't taken them yet, will in November.
Experience: Very limited experience, as i'm a fresh graduate and am currently unemployed. My recent experience was as a health promotion intern at the Health Authority of Abu Dhabi capital  of the United Arab Emirates) and voluntary work as a health educator in programs organized for children for a month. I have also been tutoring kids/teens (mainly Maths & Sciences) for the past year.
Recommendations: 3 professors who've taught me.

Universities I Plan to Apply to:
George Washington University
University of Washington, Seattle
University of Illinois at Chicago
Oregon State U

I've got two queries. 
1) As y'all can see I have limited experience in the public health field and a low undergrad GPA, do I stand a chance in getting in my desired unis? Recommendation of universities are welcome too. 
2) I HAS MONEY ISSUESSSS. How much do I need to score in my GREs to get funding/scholarship? Does that workout? How else can I get funding with a low GPA/limited experience?

PS: I got my undergrad degree in the U.A.E, will need to send my transcripts to WES to get them attested. Pretty sure they'll sink when I receive them.
