Applying more than once? Does applying to the same program hurt?

Just a quick question. Does applying to the same program hurt your chances the second time?

I don't think applying a second time automatically decreases your chances. It's not like you will be penalized for trying again! 

However, if your application has not changed very much since the last time, I would say the chances are good that you will get the same result as before.
