Strong Quantitative Background a Must for Top IR/MPP programs?

Hi everyone!

Looking to apply to grad school this fall and hoping to pursue international education. I am looking at both Masters in Ed. (Harvard's IEP program, UPenn's IEDP, etc.) as well as MPPs/MAs in IR (HKS/SAIS/SIPA/WW/Georgetown's GHDP/etc.). I studied Political Science and Spanish at a top university and graduated with a 3.6 GPA but have a very limited/poor quantitative background (AP Calc credit from high school, and a D in my first semester Econ class freshman year.) (It was a rough first semester...) I haven't taken any quant classes since since, but did decent on the quant section (161) of the GRE. I also have 5 years of work experience with international organizations in DC and abroad, including a Fulbright.

At this point, I don't have time to take any econ classes before applying (though I know if I were to be accepted I would have to take the pre-reqs in advance of entering). Do I have any shot at getting into any of the top IR/MPP programs with such a limited quant background? Do any of the top programs have less stringent quant. course requirements? I'd like to leave a masters program conversational in development economics, but don't necessarily feel the need to be an expert in it to pursue ed. reform (I'll leave that for someone else!)
