If you don't want to write it and email it for security purposes, you can call the department secretary and tell it over the phone. It's a form of financial aid, so everyone has to give some sort of federal/tax identification number, whether it's a SSN, permanent resident number, or something else for international students.

If it is on a paper form that you need to mail in or something, I would definitely see if you could give them the information in a more secure way just to make sure the paperwork doesn't get lost and someone ends up with your SSN. But if it's an online form, it should be fine so long as the website is secure.
