Some of the programs I applied to notify acceptances as well as rejections by postal mail (which I verified on last year's gradcafe listings for those programs). Nobody accidently hits the wrong button and sends out acceptance emails to every applicant. Plus, there is something fun about getting that letter in the mail! I noticed that there were posted rejections and acceptances for both domestic and international students over the weekend. I decided to break down and send an e-mail. I was also encouraged by the poster who e-mailed for info and received a response. It was, however, a rejection. It took a couple days to get a response but it was "Decisions should be going out by the end of this week." This response makes absolutely zero sense to me, based on tracking the accepted/rejected applications. Both domestic and international applicants have received acceptances and rejections via e-mail and if you are rejected and contact the department, you will also receive a response concerning your application. I would never want to go to the prom with most popular girl (or boy) in school. What do they need me for? I would much rather go to the prom with Molly Ringwald...just kidding. Likewise, not to judge Brown (I know nothing it about except for having worked with a rather insecure woman who went there as an undergrad) I would much rather go to a grad school that is a little more down-to-earth.
