'sourcing' for policy memos

Quick question: for HKS and WWS, they require a policy memo. (I know the deadline is past - I'm just curious). Do I need to provide sources for what I'm talking about - i.e. a bibliography, in footnotes or otherwise? (It's a slightly technical topic).
