Incompletion of bachelor's degree before starting the master's program???

I'm in panic now because I might be able to get the undergraduate diploma Feb. 2017. I get tesol masters admission for fall 2016. Although I complete all the graded courses by this year summer, due to the technical and administrative problems, the  diploma certificate could be awarded by Feb 2017. Is it possible for me to registar at Penn gse master this August and, submit the possibly awarded undergraduate diploma by Feb 2017? I can take courses at Penn from the fall 2016 but my undergraduate diploma completion should be next Feb... Sorry for the urgent confusion and see if I can registar now without undergraduate stidy completion certificate and start the master's degree first and then complete the additional document during masters study... I wonder how the situation will go...

Likely, no. Graduate programs require completion (and proof via transcript) of Bachelors prior to start of program. You should contact the program admin. ASAP.
