One of the professors I worked closely with during my MA research (he wan't my thesis director but was on my committee, and I took a couple of classes with him) is now a high-ranking administrator at a different university. Would it be appropriate to ask him for a LoR?

I'm probably not the definitive authority to answer this question, but it's my general understanding that it's nearly always appropriate to ask your past committee members for a LoR.

Of course my logic might be flawed. :)

So good to hear! I would, actually, feel odd NOT asking him, but when it comes to sitting down and writing him (he's five states over now), I keep thinking, "Surely he's busy. Surely he has better things to do now." Okay. I think I'll go for it.
