SIPA MPA early action application moved to regular decision cycle?

Got notice that my early action application will be re-evaluated in the regular decision cycle. Tried to google about it but nothing came up. Is there anyone else in the same boat/ anyone else who had been in the same situation last year? Would like to know what the chances are!!! Also does anyone know if the MPA program actually rejects anyone during the early action round, or do they just move everyone whom they are not planning to accept in the early round to the regular decision round?
