External Funding/Fellowships/Scholarships

Hey everyone,

Barring a last minute miracle, I did not get any big offers of funding for getting my policy degree, so I have been looking around for external funding options.  Unfortunately, I've come up pretty empty so far.  Does anyone have any recommendations or info? A lot of fellowships are for pretty specific populations that I don't belong to, but there must be some more general ones out here for public interest-oriented applicants. I'm looking for myself as well as a foreign friend of mine who is already enrolled at a top IR school next year (she deferred for a year) who has also struggled in finding helpful scholarships.
