I think you can choose a roommate yourself, if you want ,else the they will set you one. It's better to contact them and ask them about it.

I've decided to go to UChicago for phd in computer science theory. Is anybody else planning to go to UChicago this fall? I'm getting a stipend of $27,500 per year. Well, it entirely depends on the people who are reading your applications but in general an excellent LOR from an not very known professor is better than a mediocre LOR from a famous person.
