If a school requires a 35-page writing sample, can applicants submit separate parts, say pages 1-16 and pages 20-37 of a thesis that will total 35 pages

does the writing sample need to have 35 consecutive pages?

Does that mean that I have to ask each of my schools to send them for me? What if I need to send my paper LORs?
Would it be alright to send numerous packages instead of one package containing all my transcripts from undergrad and grad school?
Is it true that if international applicants don't achieve the minimum TOEFL score, say 3 points less, required by each school, then schools won't even bother to review their applications and dump their applications?
Do schools send LOR links to each recommender's e-mail address immediately after I register their names and e-mail addresses and press the button?
Or how long does it take for the LOR links to arrive at the recommender's e-mail address? 1 minute, 1 hour, 1 day or days?
And can schools view all of your GRE scores that you got for 2 years or only the GRE score that you specifically send?

I was wondering if even applicants for a Ph.D. in International Relations should also e-mail POIs before submitting the application, as it seems that mostly applicants in the natural sciences usually contact their POIs beforehand? Should you send them your CV?
And if your potential POI rejects you, then would you advise e-mailing another POI in the same department?
