It really depends on which major you are applying. Computer science, embedded system and ME should already have their results. This year Penn adopted to a new application system and they bumped into some technical issues. After that was the winter break. Furthermore, this year, they said they have an overwhelming number of applicants.
I am ok with the delay, but what I am worried about is:
last year, Penn engineering offered a lot of admissions and many people rejected to accept the offers, which affected Penn's reputation and data. On the result page, I saw A LOT OF rejections in computer science this year. Some of them, who has a GPA 3.9+ and publications, still got rejected. I am worried that this year Penn may be very picky in terms of overqualified applicants....
