Has anyone heard about the Reynolds fellowship?

I got an email but as I am based in London, a physical letter might be somewhere over the Atlantic ...

I got an acceptance letter too but no scholarship. How do they decide who gets a scholarship and who doesn't , is it based on the quality of the application or am I out of the running anyway because I am an international student? Also they said I have to fulfil the Professional Experience Requirement but I have been working in the British civil service for five years? Can anyone explain this for me?
