I would wait until your second year, GPA is a limiting factor, last year I had E/E, VG/G, VG/VG, but what brought down my application was my GPA. Try to get 4.0 GPA as a graduate student.

There's two times of year for me: NSF results, and waiting for NSF results.

If you're a first year graduate student applying this cycle (2015-2016) you're grandfathered into the old rules.
