I got the offer of MPA with tution fee waiver. Didn't get the stipend though. In 2017, I had received full scholarship for MPP unfortunately couldn't proceed. What happens from here? Which one is better MPP or MPA?

What is the funding scene. They say 70 percent get scholarship but I haven't received anything. They just gave me the offer letter with a bank statement. I don't have the money to afford such expensive degree. It's impossible.
