What's your age when you apply for graduate program for the first time and when you get into one?

Hello, I received a significant scholarship from one of the schools that I applied to but nothing from another. They both have the same tuition and the one I received a scholarship from has a more prestigious program so hopefully I have a chance at receiving something if I ask. My question is how do people initially ask? Do I attach the offer letter from the other school in my initial email? Or do you just open up with an email asking if they’re open to negotiating?
