Waiver in the sense you don't have to take the gmat/gre? How to I know if that is the case?

Hi, i'm currently in the last semester of my bachelor in Management, Philosophy and Economics in Germany. I'm interested in doing an MPA/MPP in the US starting 2019, but have no time for doing the GMAT/GRE due to my bachelor thesis this year. Are there any good programs available I can take a look at that don't require those? I worked at an investment fund for 2,5 years before I started my studies and completed internships at Deloitte, the German Foreign Service(stationed in Bangkok) and the United Nations (HQ in NYC). I also have a scholarship from the German government and do a lot of extracurricular stuff. Tips are much appreciated!
