Honestly, having just finished grad school at Notre Dame with a similar situation to yours, what's really important in grad school (especially PhD programs) is whether or not your research interests align with the faculty's. Additionally, identifying a PI prior to applying and reaching out to them is going to do you much more good than focusing on GRE scores, especially for your field. Do they weigh GPA and GRE? Yes, but only to an extent. Having published and having some IR experience is much more important than the numbers for you GPA and GRE. Publishing opens the doors in terms of getting grant money. If you're a good fit for a certain faculty member I think you're chances are better than someone with higher scores but not a good match.
