You often will get something recorded on your transcript if "convicted" of a serious enough case of dishonesty. I doubt they do anything else, especially if you were found not guilty.
I doubt there's any sort of blacklist, however, as that might fall under FERPA or other privacy laws.
It's pretty common not to hear back when you send an email so it doesn't necessarily mean anything by itself. I would try to contact admissions for the program and ask for status.
Official notices tend to come from the graduate division itself. Somebody posted in the results page that they were told the particular department was still waiting for the graduate division to start processing decisions, so I assume it might be the case for many departments.
The strike has caused a few disruptions, but I think it was only one particular Friday (last week maybe?) that was significant.
You can always just email them and ask and you might get an update.
