Does Stanford EE interview everyone to admit into the PhD program?

Well, good luck man. You got called for the interview, that at least keeps you a lot ahead of others! -
A lot of folks were already accepted into the EE PhD program at Stanford. If you were not called for interview yet, should you think you have no chance anymore? Anyone got accepted without being interviewed?

The website says decisions will be published late february, however a lot of people have already been accepted on the 4th. So if you were not called for an interviews you have no chances basically?
