Also, when are most decisions expected to be made by the phd programs? February or March?

I received several interviews for the admission to the phd programs in business schools. Most of the programs I applied to are information systems. As business schools usually accept very few phd students, I am wondering if all them require interviews? If so, when do they usually do that? I am afraid if I do not receive an interview, then does that mean I am already rejected?
