I got 149 for my quantitative and the University said a 150 score, should I send it to them like that?

But I know someone who did not submit GRE/TOFEL and he got a rejection message.

I did my interview on 8 November, then I received a message this morning: My applicaton remain on hold until I submit IELTS/TOFEL and GRE results. Who has received this type of message? Does it mean they have given me a condtional offer?

Has anyone received a decision for spring 2022 application? My department said they will get back with a decision late October or early November and here we are getting to late November.
