Do top US universities coordinate EECS PhD accepted students?

I wondered if the top universities (e.g., MIT, Stanford, Berkely, Princeton, etc.) coordinate the accepted student to their eecs phd program? I guess that most top applicants will submit an application to all of these universities, and if they all will independently accept them, they will each have a high rate of offers that are not taken. So I wondered if they coordinate, and if so, how? If not, how do they solve the issue I've mentioned above?
