Do you know if this applies to MA decisions as well or only PhD decisions?

Hi everyone--hoping to get some advice/hear if anyone has been in a similar situation. I am applying to a number of history master's programmes in the UK. My first choice is Oxford because of their resources and support of my very specific field. There is one professor who has written extensively on my topic and is clearly the most obvious supervisor. Unfortunately, he will be on sabbatical over the next two years and is thus unavailable. Do you think the fact that the main expert on my proposed topic will not be at the university could hinder my chance of acceptance or is that not factored into the decision?
