There are a lot of great programs that people overlook. The trick is to get into a good lab with decent funding and be successful as a PhD student. You will be doing one or more post-docs afterward and those are what will make your career.
You won’t go wrong with either and, honestly, your next step following this will be a post-doc. Your postdoc could be virtually anywhere. Also, I wouldn’t worry about a delay due to strikes. You have less control over how long it will take for you to complete your PhD than you probably realize.
