My understanding is that you only get notified that you were "recommended" if your score was within "spitting distance" (for lack of better terms) of people in your committee who did. People do turn down offers so there is the possibility of some funding being redistributed. As for the timeline, I have zero idea. My honest advice is to plan as if you're not going to get anything this year and if you do, awesome!

Surname: B Committee 1A 10.05/12 (Research 4.9/6, Experience 5.15/6). Not offered. Merit Committee did Recommend Funding, however. Applications 103 Offered 44 (42.7%) Not offered 59 (57.3%)

Try not to take it personally. I did brutal when I applied as a Masters student. Did much better this round, just under the minimum 10.5 score needed. We'll get it next year!
