There isn't a fixed time as far as I know. I received two clear rejections from other unis yesterday, and this rejection saying it's not an official rejection yet, but will be next month.

The HGSE admissions office confirmed over email yesterday: "All Ph.D. interview invitations have been extended, and the Admissions Committee does not anticipate sending out more interview invitations. While an invitation to interview or the lack thereof does not constitute an official admission decision, please note that HGSE has not historically admitted students who are not first invited to interview. Official admissions decisions will be available via the GSAS online portal in March." Congratulations to those who were invited to interview!
