That's not necessarily true. It's my understanding that most humanities programs (including English) actually don't do interviews (although I believe the OP said s/he applied to public policy). OP, I'd say give it until mid-March, then email the program to check in. A lot of programs have been getting record numbers of applications this year, and it may be taking them longer than they expected to make decisions. Best of luck!
