Does anybody know that is there any scholarship for chinese students who'll go to study as grad in US?

currently I have received the offer from U Houston counseling psychology PHD, and admission of counseling psychology MA in U minnesota, which should I accept? and central michigan clinical psychology PHD is on waiting list, should I still wait or just accept the aforementioned offers?
