The e-mail said financial aid decisions will be available on April 3rd-- does this also refer to the non-need based fellowships that all admitted students are automatically considered for as well?

Got turned down for the MPA as well. But I got a letter from them on Saturday that was personally addressed to me (mentioned specific things about my candidacy) saying that I was a strong candidate and even a hand-written note at the bottom suggesting that I needed a little more experience internationally for my stated career goals before heading back to graduate school. Anyone else get a letter from them? Does this mean I was close to getting in or just that they want me to reapply again when I'm a little older/have more experience?
