Haha nevermind, I just sucked it up and called them. I was afraid to, but it was really weighing on me. They said I can look at other options after my MS. I figured I would update in case anyone else has the same question, but it might also be department specific.

Hi, I am about to accept an offer of admission to an MS/PhD program. I've been told it's fine if I leave after my MS to just have an MS, but I don't know if it's okay to leave after my MS to pursue a PhD elsewhere. The letter keeps referring to my acceptance to the doctoral program, but my funding is masters funding and they mention that funding for the PhD is competitive and that my file will be reviewed before I'm officially allowed to continue on to the PhD after my MS. I don't know where I want to do my PhD, I am happy to complete at this institution, but I also have family factors that may require me to move eventually, or I might not receive what I consider to be enough funding. It doesn't say anywhere that I can't go elsewhere for my PhD, but I don't really know all the ins and outs of graduate admissions.

I'm an undergrad at Georgia State, and applied as well (I really like the faculty). I have yet to hear back from them. I'll let you know when I do!
