It is important to really know what you would like to do in your life. If you are not sure about your PhD program or school your are doing it, you should take as much time as you need to take the right decision. A gap year is always good for thinking about life, future, job, carrier. You should never save time on this.
If the relationship is that serious then, well, anywhere you'll go it will be ok. Of course long distance relationship is always difficult, but there are plenty connections between London and Paris. On the other hand, if you are that type of personality, who needs to be with your love all the time, then you should decide to study in London.

I'm looking for postgrad scholarships. In couple of months I won't be associated with any school, but I would like to continue with education adventure. I would like to study abroad but in frames of an independent program. I know that e.g. Indonesia offers Darmasiswa. Is there anyting else, maybe in South America or in Europe? Thanks!
What you are going to study? E.g. if you are going to study law, then you should point out that you want to specialise in German law in your country etc.
I would suggest to take a grammar class, but also get an text/audiobook to learn on your own. Good way to learn and practice English (grammar) is to get involve in something that requires writing a lot (degree, writing blog, articles, translations etc.).
the best way is to find good scholarship or other kind of program which will cover at least part of your expenses. there is also possibility to work, make some other money, but this is just distracting. do your best to get good scholarship.
