Must one be a "professional" working in education to be admitted to an EdD?

Hello,

If one has a masters degree in education (and performed well of course), but is only a teacher and not an administrator or educational professional, can one still be admitted to an EdD program in order to advance one's career?

Though administrators and those in higher up positions are often the main ones accepted into EdD programs, it is possible for teachers to be accepted as well. Generally, someone accepted to an EdD has been in the field of education for many years and can demonstrate they've taken on leadership roles in their position.

I am a counselor and have been accepted to EdD programs for Fall 2018.  LIke PhD234 said, I found that most programs are looking for educators who have taken on leadership roles and are interested in furthering their experience as a leader, but not necessarily a current administrator.
