I used to work in a graduate admissions office at Ohio State, and people formatted personal their personal statements in all sorts of ways. I can't remember if we specified a certain spacing on our website or not, but regardless, we didn't care about formatting at all. They're going to read your statement regardless, y'know? If it's good, it's good. If it's not, it's not. I applied to University of Houston as well, and everybody I've talked to has been helpful, kind and not-so-serious.
