Choice for PhD Public Policy

Which one should I choose between UNC Chapel Hill and Indiana Bloomington for a PhD in Public Policy? I got funding from both. I have a background in Economics and I am interested in social policy, social inequalities and development.

Which one should I choose between UNC Chapel Hill and Indiana Bloomington for a PhD in Public Policy? To be precise at Indiana the PhD would be in Public Affairs. I got funding from both but Indiana pays me slightly more. I have a background in Economics and I am interested in social policy, social inequalities and development.
