How to inquire about transferring

Hi everyone! 

I am currently wait listed for my dream school and want to ask my contact at that school about the possibility of transferring there after my first leveling year at another graduate program. I know this is a touchy subject so I wanted to know if anyone had any tips on how to best ask. I was also planning on including if she had any other advice for me, as another option would be to enroll as a non-degree student and try to take as many leveling classes at that school prior to applying again. 

In the end I may not want to transfer as my other pick seems like a great program as well! I only wanted to inquire about if this is possible.
