Can't speak too much for other disciplines, but it isn't really common in chemical engineering. For engineering in general, departments look for technical problem solving skills and intuition, which you don't really need interviews to determine; transcripts, GRE scores, and CVs should already reflect those skills pretty well. I think interviews tend to be more common for biomedical sciences/engineering.
