PhD without thesis option...

I tried to search for relevant results but couldn't find them (maybe I didn't look hard enough - sorry). But I will be finishing my MSc in Statistics from a Canadian university with a 4.0 gpa (I am also Canadian). It is, however, course-based and thus I will not have written a thesis. My question is, do I have any chances of getting into Canadian phd programs in Statistics/Actuarial Sciences? Should I even bother applying? Thanks in advance.
