Why do credits in MA program, vary so much depending on schools?

Please help, everyone..!

So I am looking into MA programs at many schools in the States and Europe(in Applied Ethics, Ethics, Philosophy).

As I  was searching for these programs, I noticed that you can earn Master's degree in a year at some schools while others take 2~3 years.

If you look at these two school, the one in Sweden has credit load that is only a half of the one in Germany. I understand that they are two different major but if I were to pursue my education and applied for doctoral program or further in Ethics, both of these MA degree should be sufficient and relative enough, right? If then, how is the one in Germany take twice time than the one in Sweden, Netherlands... and other countries? 

I am worried that after finishing my Master's, I would find out that my MA degree is not sufficient to apply for doctoral program or something. Would the schools in the States accept these degrees?
