zxcv Posted April 6, 2010 Share Posted April 6, 2010 I'm not sure about the Ford, but I have never heard of this happening for the NSF. I'm pretty sure they take into account in their calculations that a few people will decline or more likely not use the fellowship for all years. Sorry!
