Low GRE Due To Travel in SOP

I have a low GRE score 162Q 147V 3 A. I am an international student and I had to travel and stay at a hotel to take the test and I was also moving out of my apartment when I took the test which I believe really contributed to my low GRE scores. I am applying to top-50 Electrical Engineering Masters thesis programs. Should I address the reasons for the low GRE scores on my statement of purpose? I cannot take the GRE at this point since the deadlines are fast approaching.
