I got accepted in UPENN, Boston, and Utah, help me decide.

I was given an offer to do my MPH in all of these 3. Would you guys help me decide which one to attend? in terms of the quality of education  and reputation. 

My department is waiting for my decision to approve a full scholarship to any of them.
