Heinz vs CIPA vs JHU IPS

Hello. I now face a dilemma of school choosing. I received four offers from four schools. They are:

Cornell CIPA MPA - 20k

JHU IPS MPP - 19k

NYU Wagner MPA - 15k approximately

CMU Heinz MSPPM Pitts track - 8k per semester

I'd like to work in private sector in the future, probably go back to my country China. I think I have collected enough information but it turned out that the more I know, the more confused I am...So, please help me make my decision.

If it's any help I was faced with the same dilemma and decided to chose Hopkins IPS. I really enjoyed my visit and I've heard only good things thus far.
