Mediocre GPA for Masters...do I have a shot for Ivy league Phd programs?

Question

My GPA at undergraduate school was pretty good, which was around 3.8. But now at Master's program, I got two B+ and my overall GPA (now around 3.6) tanked down a lot..

I'm aiming for Poli Sci Phd programs in top 10 rank, and I am very concerned if this will be a crucial factor that impacts my admission result.

Usually, applicants accepted to top 10 schools have perfect GPAs and amazing work/research/volunteer experience. If you think your experiences make up for your GPA, go for it. Otherwise, either apply to slightly lower-ranked schools, or take a year or two to get your experiences up to par.
